The Congressional Research Service (CRS) report Presidential Directives: An Introduction explains the different types of presidential directives and notes that presidents have used varying terms for these orders. Additional reports about presidential directives are also available from CRS. Presidential orders can cover a wide range of subjects, from the organization of the executive branch to statements of how the administration is going to enforce or not enforce a particular law. In other words, different presidents have used executive orders for different purposes.
