Are older Army, Navy, or Air Force manuals that bear the stamp “restricted” still restricted?
Air Force Historical Research Agency Operating Instruction 18 contains the following statement: "Restricted is no longer a valid security marking. If Restricted markings are found within a United States document and no other security markings are seen, the document is considered automatically declassified. (See DOD Dir 52001R/AFR 205-1, paragraph 1-500.)"
