I am wondering if you might have any ideas for an elusive document I am looking for. The document is: Office of the General Counsel, DOD, Memorandum of Law Concerning the Cargo Preference Act (Jan. 28, 1987). I am coming up empty everywhere and am getting a little desperate. If you have any ideas I would love to hear them!!
I am not permitted to contact the DOD general counsel office directly.

I have not been able to locate a copy of this document so far, but I found a reference to it in this hearing, on page 198 (you may have already seen this): https://www.google.com/books/edition/Government_Agency_Compliance_with_Cargo/Qkqlf6XmfOUC?gbpv=1

I have sent a request to the Office of General Counsel's website, asking them if they can provide this document or let me know where it can be found. I will let you know when they respond to my request.

It is possible that this document has been archived by the National Archives and Records Administration. If the Department of Defense does not provide the document, I would suggest contacting NARA to see if they can provide a copy or let you know where it is located. It would most likely be in their 400 series of records, which contains documents from the DoD Office of General Counsel.
