Foreign Service Officer Avraham Rabby spoke before a congressional committee where can I find this transcipt?
Avraham Rabby spoke at this congressional committee in 1989 about the right for blind state department employees to serve as Foreign Service Officers. I am looking for the transcript of this committee that Rabby spoke before.
Answer
Thank you for your question.
Avraham Rabby delivered his speech in a 1989 briefing before the House of Representatives Committee on Post Office and Civil Service. Since the committee was not yet officially organized, the meeting was called a "briefing" rather than a "hearing." I have attached a transcript of the complete session, entitled State Department's Policy Regarding Blind Applicants to the Foreign Service. Rabby's speech begins on page 5.
You can also access the briefing online through Google Books at https://www.google.com/books/edition/State_Department_s_Policy_Regarding_Blin/I7sJitR9_AgC
