I did some quick web searching, and I believe the administration's policy (and reduction in number of refugees allowed) was announced by our Secretary of State Mike Pompeo on Sept. 17. To see Secretary Pompeo's remarks, all I had to do is go to state.gov and look around a bit: https://www.state.gov/secretary/remarks/2018/09/285960.htm.
